MEET OUR TEAM

The CSEBO team acts as a resource to its Member Districts to provide the most affordable health care coverage possible.

ELIZABETH ATILANO-MELVIN

Executive Director

 

Elizabeth has been the Executive Director since 2011. She has over 20 years' experience as an insurance broker, risk management consultant, and JPA/Risk Pool Program manager for CA school districts and government agencies.

TREVER HANSEN

Controller

 

Trever started as the Accounting Assistant for CSEBO in 2014, he moved into the Health Benefits Manager position in 2016 and the Controller position in 2025. He is a graduate of CSU Northridge.

AMANDA RAGATZ

Health Benefits Manager

 

Amanda started with CSEBO as the Office Assistant in 2018 and moved into the Health Benefits Specialist position in 2023 and the Health Benfits Manager position in 2025. She has over 15 years of experience in office administration.

SURICA LOPEZ

Health Benefits Specialist

 

Surica began working for CSEBO in April of 2023. She has earned a Bachelor of Arts Degree in Psychology from CSU Northridge. She has eight years of experience in Office Administration in a variety of fields, such as Real Estate, Law, and Education.
